Two Shenandoah residents have been arrested on suspicion of neglect or abandonment of a dependent person and child endangerment.On July 25 at approximately 8:53 a.m., the Fremont County Sheriff’s Office received a report of a small child, alone, in the 1700 block of Washington Street in Hamburg.
